IMEI blacklist is a list of IMEI numbers which were reported to operator as stolen or lost. Operatorshas access to EIR (Equipment Identity Register) and if your phone is listed in this registry you can not use you mobile anymore in this operators network.
One of the lists can be found on stolen phones, lost phones database.
How could you know that the phone is blacklisted?
When you insert SIM and turn ON the phone you see message like
SIM card registration failed or
Invalid mobile
or if nothing from above messages, then you will not be able to make an outgoing phone call. You will hear some beeps and then call will be dropped.

I need verification that this number has been blocked in order to proceed with my insurance claim! Im a student that spent half his life savings on an I phone and then was unlucky enough to have it literally pulled out of his pocket and now he faces the chance of not even being able to be compensated through an insurance that he pays regularly for in case something of the sort happens.
What I would like to know is – who can blacklist my IMEI number and provide proof in writing

I am sorry to hear this, but if police and your operator cannot help, there is nobody else who could help you.
You can insert you case to http://www.stolen-phone.com and hope that somebody will return you your phone.
Give complaint nearest police station and follow up.Police and operator they can do so much for you.

This is a question for your operator (service provider). In some countries operators have special SMS short code for this, or they have also customer center which can give you information about this.

I am interested in implementing my own IMEI, MEID, ESN checking service (for a used smartphone marketplace). I see a number of sites that offer such a service but I am struggling to find out how one goes about building this themselves. Do you work with sites like imeidb.gsm.org to obtain access to their blacklists? Is there some other service out there that aggregates the various blacklists?
My google skills seem to be failing me on this. I’m running into lots of “esn checker” sites, but struggling to find sites that explain how to develop such a service oneself.

Hi, we don’t have blacklist at all. You can check http://www.imeidetective.com but this is also collected from users input. I am not sure that there is any 100% accurate and up to date database. If somebody lost its phone, person who find it can get you the phone to sell and after 3 days original owner get to police or operator and make complaint. How can you know that it is stolen or lost if original owner don’t let police, operator, online databsaes know about the case?
if a request from my service provider to block my stolen phone or blacklist my stolen phone’s IMEI, will the thief be able to use another network and still enjoying my smart phone that he/she has stolen????
It depends how operators in your country cooperate. If there is no cooperation, then the thief will be able to use your phone in other network or country.
